lauren cook. >> reporter: good morning. the rain will lead to a hectic commute later this afternoon into the evening. we have a crash you will need to watch out for in baltimore county in lutherville timonium. york road at east seminary avenue. traveling on 83 heading up to hunt valley at shawan road,traffic is moving along. there is a two-minute delay from the maryland pennsylvania state line to the beltway. once you get on to the jfx it's going take you 12 minutes to travel southbound from the beltway downtown to east fayette street. 695 is in great shape no delays here in parkville at harford road. traffic is moving along to travel the outer loop from 95 up to 83. and it's going to take you 11 minutes and over on the west side, no delays traveling the outer loop from 795 down to 706789 it's going to take 7 minutes. that's your abc2 timesaver traffic now over to you. parents this next story is going to have you talking to teens about safety behind the wheel. the rate of 16 and 17-year-old drivers who died in crashes has

increased in the first half of 2012. traffic safety experts say it's creeping up to what they call unacceptable levels. 240, 16 and 17-year-olds were killed from january to june of last year. and that's up about 19% from 2011. the report identified no singer reason for the increase. single reason for the increase. we heard baltimore city schools are in horrible shape. parents teachers and advocates wanted to get the message out and they were certainly heard. abc2 news sherrie johnson is here with more and they turned out by the thousandss in state capitol. >> reporter: they did. people turned out at that rally last night in annapolis in support of rebuilding baltimore city schools. the rally was in support of a block grant bill. aid 2.4 billion dollar plan to renovate and rebuild city school buildings including the creation of a new construction authority that would oversee planting, financing and construction of school projects. supporters say the bill is needed because the currencies tem for financing school

renovation will not catch up to the needs of baltimore city school buildings. teachers, students and parents at the rally describe bad conditions at city schools including broken windows and hot classrooms and inadequate computer labs and they called upon lawmakers to provide resources to rebuild the oldest school buildings. >> their environment is to teach them about themselves and about why and how other people feel about them. >> the black grant legislation being proposed would allow us to take existing state funds and leverage those funds to affect wide scale renovations. >> reporter: that rally was sponsored by the baltimore education coalition. mayor stephanie rawlings-blake and dr. alonso lead the effort to encourage general assembly to pass the construction bill. it comes up for a hearing in the house of delegates on march 5th. sherrie johnson, abc2 news. news time 6:33. maryland is the most dangerous state for teachers.

entertainment news this morning. janet jackson tied the knot for a third time. rep for the singer confills she is married to a billionaire businessman. in a joint statement to entertainment weekly the couple said they exchanged their vows last year in a quiet private ceremony. they said the wedding gifts to each other was donation to the favorite charities. tickets go on sale for the preakness infield show and pit bull will perform along with ryan lewis. the jockey club is reducing the price of the tickets to 40 dollars starting today and 50 through may 11th and 60 on the day of the event. 138th running of the preakness is saturday may 3rd. you know her from movies as the josephine baker story and a thin line between love and hate and mada's family reunion tomorrow at 6 on good morning

street. that's look at your abc2 timesaver traffic. it's being called the 21st century fingerprint. >> easier to get in a matter of seconds but today the u.s. sproam court will hear -- supreme court will hear arguments on legality of investigators taking dna samples if the suspect is not convicted of a crime. case stems from a rape and murder of a woman and conviction of the killer six years later. sherrie johnson is here with more on what's expected today in the supreme court. >> reporter: well, yes, today the case of a salisbury man takes center stage at supreme court. alonzo king was arrested in 2009 on assault charges. police took his dna and the sample matched dna collected from the victim and police then linked him to a 2003 rape. the argument is whether this is an an invasion of privacy is it constitutional or whether the state says once arrested you lose the privacy right. at issue is the maryland dna collection act. this is is a law that allows official to take the dna from

those arrested but not convicted of a serious crime. king's lawyers moved to suppress the evidence of the dna match saying the initial draw violated the constitutional right. but the lower court later found him guilt every rape and cents -- scented him to life in pries -- sentenced him to life in prison. >> i expect they will uphold our collection and i expect it to be 59-0 decision. >> reporter: -- to be a 9-0 decision. >> reporter: the federal government and 28 states also require dna collection and analysis from at least some arrestees. sherrie johnson, abc2 news. 6:48. your cell phone holds more information about you than you probably think. and police often use cell phone records in their investigation so today the aclu is testifying

before a house committee in annapolis in support of what is called bill 887 requiring police to give get a search warrant before obtaining cell phone track information. the aclu says it protects a person's privacy while allowing law enforcement to do their job. also today, gun control proposals ants death penalty rup for defate in the state senate. -- debate in the state senate. both were voted out of the proceedings last thursday. it a vote could come up as soon as tomorrow. two years ago nathan was hit by a car while riding his bike near johns hopkins university. today his family and friends are remembering him with a memorial bike ride starting at the site where he was hit in front of the broadview apartments on university parkway. his family has started an organization in his honor called americans for older drivers safety to prevent accidents like what happened to him from happening again. you see he was hit by an elderly driver. that ride begins at 6:30

tonight. it's an event that has been overshadowed by september 11th. but today marks a tragic anniversary for so many new yorkers it's been 20 years since the deadly terrorist attack. back on february 26th, 1993 a truck bomb within the off in a underground garage at one of the twin towers. 6 people were killed and thousands were injured during the attack. there's a noontime ceremony planned to honor those victims today. the moment of silence will be held at 18 minutes after 12 the exact time of that explosion. it's a sad anniversary for two florida families who at this time in february 26th of last year 17-year-old trayson martin was shot and killed after fighting with a citizen watchman. george zimmerman said he shot him in stive defense and claimed the teen punched him and slammed his head against the ground. he was arrest and charged with second degree murder. and the young man's parents now say they are continuing to work
